Aclara Secures US$750 Million EXIM Letter Of Interest For Louisiana Facility

Aclara Resources Inc. has secured a non-binding Letter of Interest from the Export-Import Bank of the United States indicating a willingness to consider up to US$750 million in financing for Project Dynamo, a planned rare earth facility at the Port of Vinton in Louisiana.
The potential financing, structured under EXIM's Make More in America initiative, could cover up to US$750 million of project costs with a repayment tenor of up to 15 years. The non-binding indication remains subject to customary due diligence, underwriting, authorization, and documentation requirements, and does not represent a final funding commitment.
Project Dynamo is designed to process Super Pure Rare Earth Carbonate sourced from the company's South American ionic clay deposits—including the Carina Project in Brazil and the Penco Module in Chile—into individual rare earth oxides, metals and alloys. Basic engineering and permitting are in their final stages, positioning the Louisiana facility to be construction-ready by the end of 2026, with completion scheduled for 2027.

The development follows several recent milestones, including Louisiana granting final approval in June 2026 under the Industrial Tax Exemption Program, providing an 80% ad valorem property tax exemption, and the selection of Aclara's U.S. subsidiary in July 2026 by the U.S. Department of Energy under the Genesis Mission initiative for federal funding on AI-driven separation processes.
