Titan Mining Corporation has reported significant progress across federal and state permitting programs for its Kilbourne Graphite Project at the Empire State Mine in St. Lawrence County, New York, keeping the development on track for commercial-scale natural flake graphite production in 2028.

Federal permitting for the project is advancing under the FAST-41 schedule, with all federal permits targeted for issuance by August 2027. The U.S. Army Corps of Engineers has substantially completed the public comment period on the project's Section 404 Clean Water Act permit application, moving the review into technical coordination. Additionally, baseline biological fieldwork is complete, with formal U.S. Fish and Wildlife Service consultation slated to begin in October, following the submission of cultural resource reviews to the New York State Historic Preservation Office.

At the state level, Titan has submitted a joint application to the New York State Department of Environmental Conservation covering freshwater wetlands and water quality approvals. Ongoing engineering and environmental work has reduced the project's wetland impact footprint by approximately 50% since April 2026, aided by the selection of a hybrid tailings approach that further lowers surface impacts.

The Kilbourne project is designed to produce approximately 40,000 metric tonnes of natural graphite annually. To support its advancement toward a 2026 feasibility study completion, Titan secured a US$5.5 million feasibility facility from the Export-Import Bank of the United States under the Make More in America Initiative, alongside a $120 million letter of interest for potential project financing. The company also operates an on-site demonstration plant at its Empire State Mines subsidiary that has produced roughly 1,600 kilograms of graphite concentrate for customer qualification shipments.
